When deleting a user, reassign their tickets

Description
When a user looses the "Login" role, all their active tickets should be prompted to be reassigned, otherwise the tickets should loose their owner.

When a user is no longer allowed access to the application, they should loose the login role. This will keep the user intact for all previously completed tickets. Those tickets shouldn't loose their owners or anything like that, because that is important record keeping information.
Even active tickets could keep the user I think.
