Add time to ticket should allow decimal input

Description
Users should be able to log time using decimal notation, for the reason that most people bill by the hour/half-hour/quarter-hour.
ie, 1.5 for 1 and a half hours

- Resolution set to invalid
All time is logged by hourly input, so people can bill by quarter hour increments if they need to:
Start Time: 10 am
End Time: 10:15 am
